Sr. Technical WriterCrownsville MD (on-site and Telework)Navitas Business Consulting is seeking a Sr. Technical Writer to support the State of Maryland. This role would focus on Collecting and analyzing/reviewing the information to develop clear and concise scope statements, requirements, and deliverables/milestones to include in solicitation document(s)This will be a hybrid position between teleworking and on-site. Place of primary on-siteperformance will be at Crownsville, MD. Travel to other offices in the Annapolis/Baltimore area may also be required.Job Description:
  • The Senior Technical Writer’s responsibilities include, but are not limited to:
  • Collecting and analyzing/reviewing the information to develop clear and concise scope statements, requirements, and deliverables/milestones to include in solicitation document(s)
  • Author, review and edit IT Solicitations, based on the State of Maryland template(s), identifying all mandatory requirements, deliverables and milestones resulting in completed IT Solicitations to publish, translating technical information into clear business and functional requirements.
  • Perform Agency solicitation reviews.
  • Support market and business analysis work related to IT procurements.
  • Support the process improvements of procurements, including reporting and templates.
  • Construct and review procurements for information technology goods and services.
  • Act as the State’s representative in all interactions with agencies and other departments.
  • Perform IT requirements documentation on behalf of an agency as required and directed by a manager.
  • Perform technical writing on internal projects including but not limited to system documentation, user manuals, job aids, training materials etc.
  • Review and assess IT project artifacts for quality of work, adequacy, and compliance with System Development Life Cycle (SDLC) standards.
  • Provide best practice recommendations to agencies with respect to requirements gathering, IT Solicitations, documentation, and management.
  • Provide support on contract analysis, contract audit services of contracts, and evaluation of processes and procedures for contractual deliverables.
  • Support policy and procedure development for oversight and procurement.
  • Other related technical writer duties related to the development of IT solicitations as assigned by the DoIT POC.
  • Conduct research to ensure the use of proper technical terminology.
General Experience:
  • At least five (5) years of experience in authoring, reviewing, and editing IT Solicitations using Google Workplace, Microsoft Office Suite Products and MS Visio.
  • At least five (5) years of experience with procurement, approval process, resolving issues inherent in large, complex solicitations for IT products and services.
  • At least five (5) years of experience advising on solicitation revisions to meet the needs of stakeholders.
  • Experience working with state or governmental agencies in preparing solicitations for implementation of IT projects.
  • Experience gathering information on IT systems.
  • Excellent interpersonal skills.
  • Strong analytical, problem-solving skills, and attention to detail. 8. Excellent communication skills, ability to gather and translate technical requirements.
Specialized Experience:
  • At least two (2) years of experience in authoring, reviewing, and editing solicitations in the areas of: IT solutions, software development, system development.
  • At least two (2) years of experience preparing and editing documents that includes technical components and language, researching for applicable standards.
  • Experience directly related to gathering system requirements, skilled in developing materials, documentation on data migration.
  • Skilled in preparation of detailed plans including system requirements.
  • Performing research for applicable standards.
  • A clear understanding of solicitation formats, templates, and standard language.
